Chaos as impeachment motion against Kisii Deputy Governor tabled

There was near fracas Wednesday at the Kisii Assembly as a Ward Rep tabled a motion to impeach Deputy County Governor Robert Monda.

At one point Bogiakumu MCA Ishmael Matundura was forcefully ejected from the House by orderlies as the house denegerated into a circus.

One nominee was left drenched after a bottle of water was emptied on her by an angry colleague.

And outside, shortly after an adjournment was sought, two female nominees also went jugular, nearly punching each other.

They were separated by their colleagues.

It was not clear what sparked the heated argument between the duo.

Early in the house, Ichuni MCA Wycliffe Siocha, motion mover, invoked bribery as part of the grounds to push for the removal of Deputy Governor Robert Monda from office.

Other grounds consisted of Monda using county staff on his private farm for 'unofficial work' flouting public service regulations.

At least 5 officers were reportedly deployed to work on his farm, Siocha claimed.

Twenty enforcement officers were also sent, allegedly on Monda's order, to arrest his brother over a domestic squabble.

Siocha, in the motion, claimed Monda took a bribe of Sh800,000 from one Denis Mokaya to facilitate him getting a job at the Gusii Water and Sanitation Company.

The job did not, however, materialize.

Later, the aggrieved job seeker filed a claim with the Ethics and Anti-Corruption Commission.

All the charges, stated Siocha, constitute a grave breach of public trust necessitating the impeachment motion.

Callen Magara, a nominee, while seconding the motion, said the constitution allows the assembly to impeach any state officer including the Deputy Governor on grounds of breaching public trust.

Monda, she said, appears to have grossly failed to uphold the conduct of a state officer when he allegedly received a bribe to influence the employment of the applicant.

Part of the same cash was alleged to have been forwarded to the director of the water company.

"Integrity requires that an officer of his calibre rises beyond reproach. Where are our morals as a society when one seeks bribes from jobless youth?" posed Magara.

Monda, she added, had engaged in actions that blatantly subvert the law by using unorthodox means to enrich himself.

The house deliberations are still going on.
