CS Jumwa: How I'm pushing for gender equality in state institutions

Gender CS Aisha Jumwa has noted that government institutions are yet to achieve gender equality even as President William Ruto is pushing for parity.

However, the CS referred to the efforts, her ministry is taking towards the implementation of the two-third gender rule.

"I have worked to create  a proper  framework  which was submitted by  the Multi Sectoral Working Group(MSWG) that sent the proposal  to the National Dialogue Committee(NADCO)."

"However, we are still yet to achieve gender equality for example in the Cabinet we are 10 women and there are 7 women governors," Jumwa said. 

To achieve success Jumwa said she has tried to comply with the Constitution of Kenya 2010 and also work with the other party representatives for support.

Jumwa pointed to her recent meeting with the Azimio leader, Raila Odinga who will be a pioneer in supporting the two-thirds gender rule.

"I had to meet Raila Odinga to assist in pushing the agenda forward through his party which has large numbers in Parliament," Jumwa said.

"The consultations cannot be complete without the insights of leaders including the ODM leader and that is why the team and I met Raila. The insights of all stakeholders are key in achieving this."

Jumwa said President William Ruto also submitted a Memorandum to Parliament in December 2022 requesting it to consider a constitutional amendment to enact the two-thirds gender principle.

She mentioned that the President has been keen on ensuring gender equality by advocating for an increase in women's leadership.

“If you observe the seven elected women governors, four belonged to the UDA party and President William Ruto has been pushing for more opportunities to ensure gender equality.”

Jumwa emphasized that she shall put more effort into achieving the two-third principles in her tenure.

“The two-third rule push is one of the agendas in the NADCO report and it is a constitutional responsibility upon my ministry which I intend to fulfil."

Other leaders trying to push for gender equality is the Council of Governors chair Ann Waiguru together with the elected women governors who created the G7 strategy, which seeks to increase women elected governors to 16 in the next election.
