CS Miano, PSs sign performance contract

Cabinet Secretary of East African Community, The ASALs and Regional Development Rebecca Miano has signed a performance contract with two Principal Secretaries under her State Department.

East African Community PS Abdi Dubat with ASAL and Regional Development PS Idris Dokota signed the 2023-24 performance contract on Monday at the Kenya School of Government.

According to Miano, she said the performance contracts will contribute significantly to the achievement of the national development goals as outlined in the Bottom-Up Economic Transformation Agenda (BETA).

"The BETA approach targets to bring down the cost of living, eradicate hunger, create jobs, expand our tax base, improve foreign exchange balance and inclusive growth," Miano said.

"This is to be achieved through targeted investments in five core pillars: Agriculture; Micro, Small and Medium Enterprises (MSME) Economy; Housing and Settlement; Healthcare; Digital Superhighway and Creative Economy."

She said the PS will further cascade the same performance contract to directors and heads of departments who will ensure that it trickles down the chain.

She urged the staff members to build synergies with relevant institutions, both within and outside the Ministry, to facilitate better implementation of the projects and Programmes.

"Remember that each of us will be held to account for the delivery of targets we sign up to fulfill," Miano said.

"To this end, I give my commitment to an open-door policy that welcomes you to consult with me whenever you need to."

Dubat said performance contact is key in measuring performance and staying on the pathway of success as an institution.

He added that it is also important in the actualising of the government's BETA agenda that was launched in 2022.

"The performance contract signing is set to raise the quality of controls and efficiency in service delivery.

"It is a commitment by the State Department's top management to ensure that the department meets its targets and objectives for the year," Dubat said.

He further said the contract outlines specific goals and targets for the department, which are aligned with the department’s strategic objectives, work plans and procurement plans.
