Provisional list of registered participants seen by the Star indicates that apart from President William Ruto and his team of advisors, communication personnel, five cabinet secretaries and governors, hundreds of state officers drawn from various ministries, county governments and parastatals, attended the crucial event.

Also in the list are national assembly and the senate representatives.

The new revelations comes as a shocker considering that the state could have spent millions as air tickets, accommodation and per diems to facilitate the delegations stay in Egypt.

With President William Ruto having announced a freeze on some spending to cut cost and reduce the budget by about Sh300 billion, COP2 could be step back in his bid to contain excesses in public expenditures.

The recently concluded UN climate conference begun on Sunday, November 6 and closed on Sunday, November 20 November.

It held high-level and side events, key negotiations, and press conferences, hosting more than 100 Heads of State and Governments.

There were also over 35,000 participants and numerous pavilions showcasing climate action around the world and across different sectors.
