Garissa Township MP Aden Duale's move to amend clause 5 of the Political Parties (Amendment) Bill, 2021 was defeated as 150 MPs voted against it, while 136 voted in support.
The pro-Uhuru/Raila MPs leapfrogged the Tangatanga MPs in what is shaping out as a game of numbers in the House.
“The results of the decision is that the proposed amendments by Didmus Barasa and Mutunga failed,” session chairman Chris Omulele said.
In the morning, Tangatanga rallied their members to approve MP John Mutunga's proposals to amend clause 3 of the Political Parties act marshalling 123 members against 118 members who voted against.
Clause 5 proposes to amend Section 6 of the Act to provide that an application for provisional registration shall be accompanied by a statement of the ideology of the proposed political party and the party slogan.
Duale had sought to have the clause deleted.
Ruto MPs have lined up amendments to water down the Bill.
Uhuru and Raila MPs on the other hand want the Bill passed without amendments.
According to pro-Ruto MPs, the Bill as proposed by National Assembly Majority Leader Amos Kimunya gives imperial powers to Anne Nderitu’s office.
The Tangatanga MPs have lined up amendments to among others weakening the office of the Registrar of Political Parties.
