Amend Constitution and end graft or risk failure, Osotsi tells Ruto

Senator says for the President to increase the county allocation, a law change is needed

Vihiga Senator Godfrey Osotsi has said President William Ruto will be forced to amend the Constitution to achieve his Kenya Kwanza goals.​​

Osotsi said for the President to increase the county allocation fund from the current 15 per cent to the 35 per cent, it should be done constitutionally.

He said with the 15 per cent allocation, the counties might not be able to realise development considering that salaries, recurrent expenditures and pending bills are within that 15 per cent.

The lawmaker further says with the creation of the super Cabinet Secretary Office that will oversee other ministers will also need to be anchored in the constitution.

The lawmaker said failure to amend the Constitution to achieve that then many projects will stall during Ruto's leadership.

The lawmaker was addressing his supporters in Vihiga subcounty on Monday.

"So the President has no option but to allow constitution amendments for all this to work," Osotsi said.

He said even the MPs will have to work with the Senate to amend the constitution to incorporate the NG-CDF kitty and the oversight fund for the senate.

The NG-CDF Kitty had been declared unconstitutional by the Supreme Court, however lawmakers insist that the NG-CDF 0f 2013 was the one declared unconstitutional.

"The President says we must have the oversight fund as the Senate and members of Parliament to have their NG-CDF kitty. For that to materialise we have to amend the constitution."

The lawmaker further said ​for Ruto's administration​ to realise ​its ​goals in ​the​ first term, he has to tame corruption that has remained a major challenge to Kenya’s economy.

“Kenya has enough resources to do its own development but few individuals are swindling the government resources which has seen government unable to undertake development,” he said.

Osotsi said if the President will be able to seal all loopholes of corruption he stands a chance to save about Sh2 billion that his predecessor decried was being lost.

“The President further needs to seal all loopholes in Kenya Revenue Authority, the leakages have made the taxman to lose Sh7 billion annually,” the senator said.

The lawmaker dismissed the Sh300 billion cut off from the budget citing that it will lead to a crisis within the public service.

He said when the President speaks of Sh300 billion cut off from the budget it means he must retrench workers, lay off some staff in various departments.
