Security, education outlined in Guyo's plan for better Isiolo

Says the government had accepted to set up a buffer zone in specified security-prone zones at the borders

Isiolo Governor Abdi Hassan Guyo has outlined his plans to transform the county, 60 days after being sworn into office.

To deal with security matters, Guyo said the county is finalising the recruitment of over 200 Kenya Police Reservists.

“We will re-energise the physical presence of security officers on the ground, especially in areas that are marked as hotspots, to deter attack while improving on the response,” Guyo told the Star.

“I hope the insecurity menace will soon be behind us to allow us to refocus our energy on other important development agendas.” 

He said the government had accepted his request of setting up a buffer zone in specified security-prone zones at the borders

On Early Childhood Education, Guyo said he was disappointed in its status.

“There is so much laxity and poor execution of learning that has compromised the quality of learning at this formative stage,” he said.

“My administration will soon begin a process that will give us a holistic look at ECDE, to have it revamped to ensure high-value learning outcomes for our learners.”

On promoting financial inclusion for youth and women, the governor said Isiolo executive is working with the county assembly to finalise the legal and regulatory framework to set up a business fund.

This fund will help them either expand their existing businesses or start new ones.

“I am focused to ensure this fund is soon set up, disbursed to the right group, and capacity building will be undertaken for it to have the desired impact,” Guyo said.

He also said the Isiolo-Modogashe road project would be commencing any time.

Guyo said Kenha was finalising its procurement that will ensure sub-contracting in supplying materials to the site go to the local companies.

“I have had an engagement with World Bank and Kenha, and we have agreed that residents will constitute 80 per cent of the human resource required to construct this road,” he said.

Guyo said he has secured Sh250 million in funding from Equalization Fund Kitty towards the construction of the Kubi-Qalo bridge.

This will open up Isiolo South to North to allow the free movement of people and goods.

The governor last month procured drugs from Kemsa that were distributed across the health facilities.

The consignments which include pharmaceutical, non-pharmaceutical, renal, theatre, and laboratory drugs were enough for two months.

Access to affordable and quality healthcare for Isiolo residents is one of Guyo's greatest aspirations.

Guyo however cautioned health workers about stealing drugs from county hospitals.

He said that his administration would not condone the criminal behaviour. 

“Anybody who will be caught in the act will be dealt with accordingly,” Guyo said.

After many impromptu visits to Isiolo health facilities together with his deputy James Lowasa, Guyo said they know the challenges and are making headways in restoring sanity and the right attitude, to enable effective and efficient service delivery.

To restore human dignity through agriculture and livestock, the Isiolo government plans to invest in its farmers and pastoralists to make county food secure.

Guyo said his administration will be reviving the collapsed irrigation schemes like Rapsu, Gafarsa and CEFA in Merti;

There will be mapping out new but strategic areas where crop farming can be undertaken.

“My administration will be revisiting deserted drought reserves in Yamicha, Chari, Barambate, and others, all to rehabilitate existing water sources as we set out to drill new boreholes for farming and livestock use,” Guyo said.

He said the finalisation of the Isiolo abattoir is underway, as a service provider is now on board to begin its equipping, saying it might be commissioned next year in May.

“Ours is a journey inspired by the trust and confidence you have continued to place in me and my administration, and as your governor, I promise to work day and night to better your lives,” he said.

Guyo also called upon the Isiolo people to pray for the rains which will address the food and drought issue.

Early this month, he flagged off 20 trucks of relief food to at least 24,000 households ravaged by drought.

Guyo said his administration came together and procured the food, which will be distributed to residents in 10 wards.

These are Wabera, Bulla Pesa, Chari, Cherab, Ngare Mara, Burat, Oldo, Garba Tulla, Kina and Sericho.
