Malombe unveils scheme to reward top performing officers

Kitui Governor Julius Maombe has unveiled an annual programme to reward top performing county officers.

This is in his bid to improve service delivery by ensuring accountability, transparency and efficiency.

The pilot phase of the performance awards was held last year.

During the ceremony at the Ithookwe show ground in Kitui town, the governor’s office was announced as the best performing.

The performance appraisal was done by the national government public service performance unit team.

The assessors were led by the Principal Administrative Secretary, Joshua Mwiranga.

Department of finance, revenue management and accounting led by county executive Peter Kilonzo came second.

County executive Stephen Mbaya's agriculture and livestock department was third.

Malombe said the ranking report was a precursor to full scale implementation of performance contracting.

He said performance contracting will ensure effective and accountable service delivery.

The governor said his administration's plan to improve efficiency was in line with the constitution.

Malombe said the evaluations will help the county realise its set targets.

“All CECs, chief officers, directors and junior staff should fully embrace performance contracting as a commitment towards results without exception,” he said.

Malombe said his government is committed to meet people's expectations by providing good services.

He said he will use performance contracting to link his 16-sector development priorities to budgetary allocations for results.

Deputy Governor Augustine Kanani said all departments were placed under performance contracting in the 4th quarter of 2022/2023.

“The performance evaluation for county ministries was the culmination of the performance contracting cycle,” he said.

Kitui county assembly speaker, Kevin Katisya, said the assembly will support Malombe’s vision for a better Kitui.

“The assembly under my leadership is keen to ensure that the governor’s development plan succeeds," he said.

“We are all supportive of this cause even as we oversight we are not lost to the fact that we are one government."
