Oduol to appear before assembly over comments on Orengo

This follows a summon by the assembly last month

Siaya deputy governor William Oduol is set to appear before the Siaya County Assembly today (Wednesday) to substantiate claims that his boss Governor James Orengo is taking the devolved unit in the wrong direction.

This follows a summon by the assembly last month after it emerged that the second in command had taken to funerals and social media to disparage the leadership and stewardship of his boss.

Failure by Oduol to substantiate his claims could see him lose his seat through impeachment on grounds of misconduct, says the motion mover and East Yimbo MCA Francis Otiato.

Similarly, Otiato promises to move an impeachment motion against Governor James Orengo should Oduol manage to table "documentary evidence" to prove his allegations.

While citing utterances of the deputy governor as was reflected on his social media pages, Otiato noted that "the uncensored allegations... signifies his (Oduol's) lack of confidence and mistrust in the county leadership"

"If not implored, " the motion continued to read, "would give negative connotation about the role of the Assembly in checking the executive; besides implanting hopelessness in the people of Siaya who may misconstrue a moribund county government."

Among the issues that Oduol is required to explain to the House Committee on General Oversight today starting at 10:00 am include his claims that:

Orengo's administration will be worse than that of his predecessor and first governor Cornel Rasanaga.

That Orengo is a hands-off administrator who has "allowed questionable characters" to steal county resources unabated.

There was discrimination in the allocation of bursaries and distribution of certified maize seeds.

There are discriminatory budgetary reallocations to disadvantage the people of Alego Usonga subcounty where Oduol comes from.

Certain officers in the county are frustrating their colleagues because the latter hail from Alego Usonga.

Funds for the completion of Siaya stadium (in Alego Usonga) have since been diverted to facelift Migwena Sports Center in Bondo subcounty.

And lastly, there are people in the devolved unit who wants him (Oduol) out of the deputy governor's offices. 

MCAs from Alego Usonga have since distanced themselves from the matter now happening on the floor of the assembly.

On his part, Otiato maintains that he harbours pure intentions of wanting to see a working Siaya county that is responsive to the needs of the populace; not an administration in constant war.

"My friend Oduol should not fear to defend himself. If anything, I will be ready and willing to move an impeachment motion against Orengo should he (Oduol) successfully be able to substantiate his claims. That will be good for Oduol as he shall have by default ascended into becoming the new governor," Otiato asserted.
