Don't rush to impeach governors, Khalwale tells MCAs

He said their primary mandate is to serve their constituents by making laws and budgets

Kakamega Senator Dr Boni Khalwale has warned Kenya's MCAs against misusing their constitutional powers to intimidate governors to satisfy their personal selfish interests.

The legislator said MCAs' overriding mandate was to serve their constituents by making laws and budgets that can help them, not going after governors.

He urged civic leaders to concentrate on services and meeting the interests of those who elected them.

Khalwale speaking during the Batsotso cultural ceremony in Eshisiru Centre in Kakamega on Monday. 

He referred to referred to Meru Governor Kawira Mwangaza whose impeachment case was quashed by the Senate last week.

“We would like MCAs to use their position not for personal gains from governors by threatening them," Khalwale said.

"But instead, they should use that position to oversight governors and ensure that there is equity in developments in all the wards in order to get an equitable share from devolved funds,” Khalwale said on Friday.

Khalwale said the outcome of Governor Mwangaza case was a message to the MCAs to understand that they were not voted in to remove governors from office. Instead, they were elected to formulate laws and budgets that will ensure all parts of their counties get their rightful share.

Meru Governor Mwangaza survived impeachment after the Senate rejected all charges leveled against her by the MCAs.

Dr Khalwale chaired the special committee that investigated the charges. He said none of the six charges nd 62 grounds ,against her were substantiated.

Mwangaza was impeached on December 14, 2022 by 68 MCAs. 

She was accused of nepotism, illegal appointments, unlawful dismissal of the Constitution and statutory functions of county organs.

Khalwale was accompanied by the Education PS of the department of higher education and research Dr Beatrice Inyangala, Kakamega county CECM for Sports Mophart Mandela, Peninah Mukabane (Lands), MCAs Boniface Akosi (Shinoyi Esumeyia), Dickson Luvega  (Butsotso East), Absolom Andati(Ingotse Matiha) among other leaders.
