Kibwana urges Governor Mwangaza to sort issues with MCAs

Former Makueni governor Kivutha Kibwana has urged  Meru Governor Kawira Mwangaza to have a harmonious working relationship with the MCAs.

Speaking on Friday, he also lauded the senate for throwing out an impeachment motion for the Governor.

"That does not mean there weren't some issues raised by MCAs which did not meet the constitutional threshold for impeachment," Kibwana said.

Kakamega Senator Boni Khalwale, who chaired the special committee that investigated the charges on Friday said that none of the six charges and 62 grounds fronted against her were substantiated.

"I hope the Governor, her Executive, the County Assembly & area Parliamentarians will now commit to dialogue," Kibwana added.

This implies that Kawira will continue with her duties as governor.

Mwangaza was impeached on December 14, 2022 after 68 MCAs voted in favour of a motion sponsored by Abogeta MCA Denis Kiogora.

She was accused of nepotism, illegal appointments, unlawful dismissal of the constitution and statutory functions of county organs. She denies all the allegations.

Mwangaza was also accused of appointing her husband Murega Baicu as the Hustlers Ambassador and Youth Patron alongside other roadside appointments of county workers.

The ward reps accused the governor of gross misconduct and abuse of office, all broken down to five charges.

On Tuesday, Kawira pleaded not guilty to the charges before the special committee saying she is a victim of blackmail.

The MCAs accused her of committing at least one constitutional violation on each of the 64 days she has been in power. 

Through lawyer Muthomi Thiankolu, the assembly said there were 62 violations of the Constitution, all committed within 64 days.

β€œHer ouster revolves around gross violation of the Constitution and gross misconduct,” Thiankolu told the Senate Special Committee.

Kawira became the first county boss to be impeached barely three months after being sworn in.

All 67 Members of the County Assembly present during the impeachment session voted to remove her over abuse of office claims.
