All set for Guyo's swearing in, assumption committee says

The law states that the swearing-in of the governor-elect shall occur in a public ceremony before a High Court Judge.

All systems go for the swearing-in ceremony of Abdi Hassan Guyo as the third Governor of Isiolo county.

The ceremony as announced by the Assumption of the office of Governor Committee has been slated for Thursday, August 25, 2022, between 10:00 am and 2:00 pm at the Isiolo Boys High School playground.

Chief Justice Martha Koome already appointed 47 judges who will preside over the swearing-in of governors who will be elected.

The law states that the swearing-in of the governor-elect shall occur in a public ceremony before a High Court Judge.

For Isiolo, Hon Justice Richard Mwongo will preside over the ceremony assisted by Magistrate Lucy Mutai.

On Thursday, the Assumption of the office of Governor Committee led by their Chairperson Ahmed Galgalo held its sixth meeting at the Isiolo County Assembly boardroom.

“We have done almost 97 per cent of the work as mandated by law. As a committee we are here to make sure that transition from one regime to another happens smoothly without affecting service delivery,” he said.

Galgalo called upon residents of Isiolo County to turn up in large numbers to witness the swearing-in ceremony of their new governor and the consequent handing over of the County Government Administration from incumbent Governor Dr Mohamed Kuti.

When one government comes in, the other leaves and in between services can be interrupted. That is where is committee comes in to ensure that such doesn't happen,” he added.

History was made as Nairobi’s Matopeni MCA Abdi Hassan alias Guyo became the first MCA to clinch a Governor seat.

Guyo, who is also the outgoing Majority leader under the Jubilee Party ticket, was declared the winner of the Isiolo governor race where he garnered 28,946 votes to beat former Governor Godana Doyo who ran as an Independent. Doyo garnered 26,270.

The city politician has never lost an election.

On March 26, Guyo who is the outgoing Nairobi County Assembly Majority leader accepted the mantle after incumbent Isiolo Governor Mohammed Kuti endorsed him to take over from his leadership.

At the time, Guyo had declared his interest to vie for the Embakasi Central parliamentary seat and had even embarked on campaigns.

In addition, Galgalo said the committee was committed to ensuring a seamless transition to the new County government administration, without disruption of service delivery to Isiolo residents.

He noted that the committee had also embarked on preparing a register of assets, liabilities and the status of pending bills to be handed over to the next County government administration.

Isiolo County Commissioner Geoffrey Omoding who is also a member of the committee noted that security measures for D-Day were also in top gear.

The Assumption in office committee which is normally chaired by the county secretary is highlighted in the Office of Governor Act, 2019.

Other members are chief officers for Finance, Culture and Social Services and County Public Service, clerk of the county assembly, a representative of the NIS at the county level, a representative from NPS at the county level, county commissioner and a representative from the Judiciary at the county level.
