EACC says Munubi was part of scheme that led to irregular compensation of landowners

The anti-graft agency has claimed the Valuation and Taxation director at the National Land Commission deliberately engaged in a fraudulent compulsory acquisition scheme for the SGR.

In a sworn affidavit, the commission says Salome Munubi was part of a scheme that led to irregular compensation of landowners.

An investigator with the Ethics and Anti-Corruption Commission, Charity Muniu, says the disputed land had been alienated for a railway reserve and the process of allocation to private ownership was fraudulent.

The commission says Munubi engaged in a fraudulent scheme to facilitate compensation for the illegal ownership to Keibukwo Investment Ltd, Olomotit and Dasahe Ltd.

This is despite being aware that illegal title deeds to the land were revoked by the NLC. “The parcels were unlawfully allocated to Editor Iirma Mugo, Estama Investments Limited, Olomotit Estate Ltd, Dasahe Ltd and John Kiprono and Ambrose Kandie,” the court documents read.

The commission says the parcels were not available for allocation or subject to compulsory acquisition, leading to loss of public funds.

The EACC says Munubi, being an officer of NLC, had access to all documents relevant in the process.

The anti-graft agency has also accused embattled NLC chairman Muhammad Swazuri of using his office to improperly give benefit to Keibukwo Ltd, Olomotit Estate Ltd and Dasahe Investment.

Over Sh28 million was recovered in Munubi’s house. But Munubi claimed it belonged to her husband. Munubi, Swazuri, Kenya Railways MD Atanas Maina have been charged over the SGR compensation.
