The High Court yesterday extended the freeze of Sh1 billion assets of a former City Hall Finance boss until conclusion of a corruption case against him.

Justice Joseph Sergon made the order after the Ethics and Anti-Corruption Commission said it is impossible for Jimmy Kiamba, who used to earn a salary of Sh85,000, to acquire wealth running into billions of shillings.

He worked as a Finance Controller in Mombasa before moving to City Hall.

Kiamba (pictured) had land in Muthaiga, Kileleshwa, Runda, three plots along Dennis Pritt Road near State House, three maisonettes in South C and three plots in Mavoko and Machakos.

His eight accounts in CFC Stanbic Bank, Standard Bank, Co-operative Bank, Equity and Gulf African Bank hold more than Sh120 million. Six of his top-of-the-range cars have been seized.

Lawyer Peter Kagucia for EACC in an application said that following a probe, the agency suspects more public money could have been swindled.

“Kiamba has unexplained assets covering six years whose cash deposits and properties is in excess of Sh1 billion,” he said.

Kagucia said there is a huge disproportion of the Sh5.3 million he earned between 2009 and 2015 and in the interest of justice, all his assets need to be frozen until the case is concluded.

Kiamba, through lawyer Philip Nyachoti, had protested that four judges have made contradicting orders on the case. He complained that the orders have caused confusion in the case.

He said two judges ordered the freezing of the assets in various cases, while another judge allowed him to access money in a KRA case.
