MP Omboko to table motion seeking to end teacher delocalisation

TSC introduced delocalisation as a way of making teachers work outside their counties.

Emuhaya MP Omboko Milemba will table a motion seeking to compel the Teachers Service Commission to abolish delocalisation of head teachers.

Delocalisation is the idea of making teachers work outside their counties. 

Omboko, who is also the chairman of the Kenya Union of Post Primary Education Teachers, said TSC has been using delocalisation to frustrate teachers and it must stop.

The lawmaker said he has received overwhelming support from other MPs, who are not happy with TSC's "over delocalisation of teachers".

He challenged TSC to implement pay rise for teachers as agreed in the Collective Bargaining Agreements signed between the commission and their unions.

“I want to assure teachers that delocalisation by TSC will come to an end. I am going to table a motion in the National Assembly that will compel TSC to stop punitive delocalisation of teachers," Omboko told teachers during the Kuppet's annual general meeting for Vihiga county at the Kima Mission School of Theology on Sunday.

He said due to delocalisation, many teachers are suffering from stress, and absenteeism has become a big problem.

"Married teachers risk breaking their marriages," he said.

“Delocalisation is a retrogressive policy that Kuppet is totally opposed to because it subjects many teachers to a lot of suffering," the Kuppet chairman said. 

"We want TSC to allow teachers to work in their localities because the new CBC (Competency-Based Curriculum) wants teachers who understand their culture and language well for them to teach pupils.”

Omboko’s move to table a motion in Parliament been supported by his Lurambi counterpart Titus Khamala.

Khamala said teachers have suffered due to delocalisation and it must be stopped and give room for them to serve where they want.

“We want delocalisation of teachers to stop and the CBC to be properly reviewed. CBC has proved to be very expensive and most of the parents cannot sustain it,” he said.
