Blow to Nyong'o as MCAs reject changes in new Bill

Kisumu MCAs Friday rejected a proposal by the governor to make changes to the County Village Council Bill.

The MCAs shot down the amendments by Governor Anyang' Nyong’o seeking to stop them from vetting village council administrators before they are hired.

Late last year, the MCAs approved the Bill but the governor referred it back to the assembly with the amendments.

A report on the referred Bill was presented to the assembly on Wednesday for deliberation by Legal affairs committee chairman Elisha Oraro.

Oraro said the committee decided to seek guidance. “The committee agreed to present the matter to the house for further deliberations due to divergent reactions and opinions on the proposals in the governor’s memorandum," he said.

However, the assembly adopted the report as previously passed.

During the deliberations, Koru MCA Julius Genga said the work of the assembly cannot be taken forgranted by the executive.

His Kolwa East counterpart, Steve Owiti, blamed the governor for attempting to take away their legislative powers.

Owiti said members were mandated by law to oversee matters such as the deployment of county employees.
