State has to devolve roads, says Munya

The Council of Governors will this year seek to ensure all functions not fully devolved are transferred to the counties.

Chairman Peter Munya said they will also finalise borrowing procedures for the counties and 45 per cent allocation of revenue from the national government.

Speaking in Meru town when he announced the CoG’s goals for 2016 yesterday, he said all roads below class D should be transferred to the counties as ordered by the High Court last month.

“We are waiting to see if they will implement that. Class C roads should also be transferred for the national government to be left with class A and B roads,” Munya said.

He said the Inter-governmental Economic and Budget Council and the Summit have filed minutes, saying class D and below roads should be managed by the counties.

“There is no need for the counties, which are closer to the people, to have roads without money. The roads are in a bad shape yet we can manage them more easily than the national government,” Munya said.

He said governors want to be able to borrow money, just like the national government.

“The previous agreement was that we needed three years to prepare ourselves to manage borrowed money. It was agreed and there are minutes in the IGEK and the Summit,” Munya said.

He said counties need more allocation from the national government.

Munya said national economic place is driven by the work being done in the counties.

“Having more resources in the counties is in the best interests of Kenya and the national government because poverty and inequality can be tackled,” he said.

Munya said the national government controls Sh50 billion for health, yet it manages only 10 per cent of the services.
