Munya, Kiraitu urge Meru to back referendum

Trade and Industrialisation CS Peter Munya and Meru Governor Kiraitu Murungi have urged Meru residents to support the proposed referendum on the Constitution.

The two leaders who spoke separately called for inclusive government and increased revenue allocation to counties.

They asked other leaders to support the handshake between President Uhuru Kenyatta and ODM leader Raila Odinga.

Munya proposed an expanded the Executive. Kiraitui said county allocation from the national government should be 40 per cent to accelerate development.

Munya said the President's initiative with Raila on a referendum would do away with exclusion from leadership. 

"The outcome of every election is contested because the current Constitution is configured that certain populations must be excluded at the national level because there are only two positions, the President and his deputy,'' he said.

''This continues to generate conflicts and disagreements. It keeps on interrupting our economy and development every election cycle. From what have read and heard from them, (Raila and Uhuru ) they want inclusive government."

The Executive should consist of the President, deputy, Prime Minister and two deputies, Munya said, adding that the five positions would accommodate almost two thirds of the population. 

Kiraitu said the Constitution provides for only 15 per cent of the national budget to counties while 85 per cent remains at the national government.

 He said the Council of Governors is working hard to ensure counties receive at least 40 per cent of the national budget. Kiraitu is co-chair of the CoG's Constitution Reforms Committee.

Such changes can are only possible through a referendum, which, if successful, would strengthen regional economic blocks and spur economic development.

Kiraitu said the dynamics of Kenyan politics require focused and wise led leadership.
