Public service executive grilled over irregular promotions

Nyamira Public Service Management executive Bernard Osumo was on Wednesday questioned on illegal promotions in the county.

The County Assembly wanted Osumo to explain why most of the unqualified staff in the county government are promoted without being interviewed.

Rigoma MCA Benson Sironga wanted to know how a person moves to a higher rank without the knowledge of the executive.

“All this time that we have been having people getting promotions just from nowhere. We want the criteria used. To make matters worse, these promotions are done without any interview,” Sironga said.

Nominated MCA Fredrick Mosiori blamed the executive for the challenges in the county, saying the Public Service Management was the most inefficient department.

“Every time, we see trouble with the executive. That means it has the most incompetent individuals in this county who are supposed to be shown the door. Let us not keep these people in offices they cannot run,” Mosiori said.

Osumo defended himself and blamed the Public Service Board leadership, saying he does not sit in any meetings that discuss the promotions.

“With promotions, I cannot give any information except that we have been seeing promotion letters going around but I can say the Public Service Board is entirely responsible for handling and issuing promotion letters,” Osumo said.

A section of county leaders is up in arms over underserved promotion and irregular employment.
