David Mugonyi appointed new CA Director General

Mugonyi, who serves as Presidential communications boss, will take over from Ezra Chiloba who resigned.

ICT Cabinet Secretary Eliud Owalo has appointed David Mugonyi as Director General for the Communications Authority of Kenya.

The appointment follows the exit of Ezra Chiloba who resigned.

Until his appointment, Mugonyi was the Head of the Presidential Communication Service.

"Reference is made to the above and a letter from the Chief of Staff and Head of the Public Service (Ref: SH/GM/22) dated 19th December 2023 (endorsed) conveying approval for the appointment of Mr David Mugonyi as the Director General of the Communications Authority of Kenya," Owalo said. 

"You may now proceed and take appropriate action to formalize the appointment."

Mugonyi has a Master's Degree in International Journalism from City University in the United Kingdom. 

He pursued a Bachelor's Degree in Education at the University of Nairobi.

He has a Diploma in Mass Communication from the same institution.

Since 2013, Mugonyi served under President William Ruto as his spokesperson and communications secretary when he served as the Deputy President. 

Before joining Ruto's communication team in 2013, he served as the head of the parliamentary press unit.  

The CA director general position became vacant after Chiloba who had been suspended resigned on October 19, 2023. 

Chiloba served as the DG since 2021, after taking over from Francis Wangusi following his retirement.

In September, Chiloba was suspended following an internal audit that accused him of financial impropriety

According to the audit, Chiloba and nine other top officials at the authority allegedly mishandled mortgages and allowances running into millions of shillings. 

Chiloba was facing allegations of applying for and self-approving a mortgage loan without adhering to due process, to facilitate a property sale.

However, Chiloba refuted any wrongdoing.

In a letter to the CAK board, Chiloba. called for his reinstatement by the communications authority.

He argued that he was not granted a hearing before disciplinary action was instituted against him.

Before his appointment to CA, Chiloba had worked as Chief Executive Officer of the Independent Electoral and Boundaries Commission.
