Kimilili MP Didmus Barasa has proposed an amendment that will see all holders of independent and constitutional commissions serve on a part-time basis.

Barasa, in his proposal to the Commission on Revenue Allocation (Amendment) Bill, 2023 argues this will help address the high wage bill in government.

As it is currently, chairpersons, vice-chairpersons and commissioners serve on full-time and get sitting allowances of up to Sh40,000 for each sitting.

Barasa said these officeholders also earn hefty perks and enjoy huge benefits which notes overburdens the taxpayers.

“If you look at their lifestyle, packages, cars and other perks accorded to commissioners, they have more privileges than those accorded to an MP,” he said.

Among the chairpersons that earn high salaries are the IEBC (Sh924,000) and the parliamentary service which earns Sh1.6 million.

The constitutional offices are created by Acts of parliament.

Other commissions include the Kenya National Human Rights Commission, (KNHRC), National Land Commission (NLC), Judicial Service Commission (JSC), Commission on Revenue Allocation (CRA), Public Service Commission (PSC) and the Salaries and Remuneration Commission (SRC).

Teachers Service Commission,  National Police Service Commission (NPSC) and Ethics and Anticorruption Commission (EACC) whose chairpersons earn more than Sh700,000.
