Members of Parliament now want the Ministry of Education to come up with a substantive figure for the capitation of primary and secondary schools.

Currently, primary schools receive Sh1,420 per student while secondary schools receive Sh22,240 and Junior secondary Sh15,042.

Legislators have tasked the state department of basic education to review the rates and submit a report after six months.

"That, the State Department for Basic Education initiates and spearheads process of reviewing the capitation policy at the basic level of education to ensure adequate funding to schools," a report reads.

Previously, Kenya primary school heads association chair Johnson Nzioka said the current amount does not cater to all school needs.

Nzioka submitted a breakdown of how every coin is spent and the total capitation proposed is Sh9,200.

"This translates to Sh3,418,365 in a school of 400 with each child requiring Sh9,200 annually as new capitation to manage schools effectively," Nzioka said.

For instance, Nzioka said CBC instructional materials cost the school Sh449,715 per year.

On utility bills including electricity, water and conservancy, Nzioka noted that the allocation per student is Sh60.

"A school with 400 pupils spends Sh24,000 per year bringing the total cost to Sh216,000," he said.

The Donholm Primary school headteacher also urged that the government factors assessment materials into the capitation.

Further, the ministry has also been tasked with coming up with a framework for school infrastructure.

"National Treasury in coordination with the Ministry of Education should develop a framework for the administration of the school infrastructure improvement funds as a conditional grant to NG-CDF to support school infrastructure development in all constituencies," the report reads.
