Blue Economy PS turned away over unaccounted Sh168m

Blue Economy and Fisheries PS Betsy Muthoni could not account for more than Sh168 million spent on fish farmers' training.

The PS appeared before Public Accounts Committee led by Nominated MP John Mbadi on Tuesday.

Muthoni, who had appeared before the Mbadi-led Committee could not provide supporting documents on the expenditure.

Mbadi was dissatisfied with the failure of the PS to produce satisfactory responses and supportive documents for the expenditure incurred by her department, so the committee ordered her out.

"How do you appear before the Committee to respond to audit queries empty? Here we deal with documents to support your submissions, "Mbadi said.

Mbadi said the committee could not proceed with the meeting when the PS and her team were unable to justify expenditure worth millions of shillings.

He wondered why the department did not prepare their submissions adequately despite them being given adequate time before appearing before the Committee.

"The letter written to you requesting you to appear before the Committee is dated December 21, 2022. You had adequate time to prepare your responses but you have come here clueless...we cannot tolerate this, "Mbadi said.

The nominated MP asked the PS and her team to leave the meeting.

Muthoni is required to appear again before the Committee on March 28 to respond to the audit concerns.

The Auditor General report revealed funds were paid to Bandari Maritime Academy for the training of fishermen.

However, during the auditing of their accounts, the department only submitted returns to the auditors without supporting documents as required by the law.

The department could also not account for more than Sh524 million used for the purchase of plant equipment and machinery, and another more than Sh90 million used for construction and civil works.
