Siaya Governor James Orengo has directed the county treasury not to pay or engage in any financial transactions without his express authority.

He said the county's treasury is "rotten" and it requires radical surgery to rid it of endemic and systemic corruption.

"Indeed, without mincing words, the treasury in Siaya is rotten," Orengo said in a statement on Wednesday.

"We have stopped payment of pending bills until verification and confirmation save in cases of essential services and emergencies,"he added.

The first-time governor revealed that the Ethics and Anti-Corruption Commission (EACC) has started investigations into cases of misappropriation of funds within the county government.

He said no procurement will be done or new contracts awarded until the probe is concluded and prompt and effective interventions applied.

Orengo was reacting to a news item carried by a local daily on alleged suspicious financial impropriety and administrative malpractices in the county.

"I want to assure the people of Siaya that nothing will be spared, and nobody will be spared within the context of comprehensive and decisive strategy and solution to the problem," he said.
