PS Mbaika launches handing over of movable assets to counties

This will see counties formally take over assets inherited from the defunct local authorities.

Devolution Principal Secretary Teresia Mbaika Tuesday launched the handing over of motor vehicle assets, valuation reports and registers for over 8,000 assets with a value of Sh3 Billion across all 47 counties.

This follows the 10th Summit directive to finalise the exercise and ensure counties are well-resourced to deepen devolution.

The function being coordinated by IGRTC was held in Eldoret, Uasin Gishu county hosted by H.E Governor Jonathan Bii and attended by officers from NTSA and both levels of Government.

"Through this handing over, we endeavour to ensure the Summit resolution is fully implemented, the objectives of the exercise achieved, and devolution fully supported to benefit citizens," PS Mbaika said.

This will see counties formally take over assets inherited from the defunct local authorities and those attached to devolved functions.

With the handing over, Counties have been given three months to fast-track change of ownership status and digitize their asset registers in line with the new Accrual accounting system and safeguarding public assets.

To achieve this, a multi-agency team spearheaded by IGRTC has been set up to help counties undertake the transfers, re-registration, de-registration and disposal of obsolete assets.

"This is in line with the Government’s digitization agenda where NTSA has embarked on automation of all services relating to motor vehicle registration and licensing," PS Mbaka said.

"The team is expected to deliver on the assignment within three months and counties must have their records in place by the close of the financial year."

Leaders present included devolution PS Teresia Mbaika, Governor Jonathan Bii, Deputy Governor Eng. John Barorot, IGRTC CEO Dr Kipkurui Chepkwony, NTSA officers, County commissioner and the county government team.
