Babu Owino thrown out of House for disorderly conduct

Embakasi East MP Babu Owino was on Thursday thrown out of the National Assembly for disorderly conduct.

Deputy Speaker Gladys Boss said the MP rose on a false point of order during a debate on the constitution of the leadership of the Kenya Young Parliamentarians Association in the House.

She intoned Standing Order number 107 (a) and threw out the outspoken legislator and barred them from the precincts of the House for four consecutive sittings.

"Honourable Babu Owino I will read for you Standing Order number 107 and 1079(a)," Boss directed.

It states that if a member commits an act of disorderly conduct and/or creates disorder, ort knowingly raises a false point of order or unnecessarily interrupts proceedings, the speaker may call a member whose conduct is disorderly to order and caution the member or order the member to withdraw from the precincts of the assembly for a maximum of four days.

"So please sergeant at arms, can you escort him out," the deputy speaker directed.

Minority leader Opiyo Wandayi in his reaction to the development said the unfolding scenario went against the spirit of national dialogue.

"I don't think it's the right time for us Madam speaker to be creating rifts which can be avoided," he said.

Babu's ire arose from the elections of the leadership of the KYPA which were allegedly marred with controversies.

Wandayi said the House needs to inculcate a spirit of consultation and dialogue in light of divergent views over such issues to avert a repeat of the same in future.

"Because it really doesn't matter who becomes the chairman or secretary general of KYPA. What matters is the process and that process can create unity or create disunity," he said.

Wandayi told the deputy speaker to advise Speaker Moses Wetang'ula to review his ruling on upholding the outcome of the elections for synergy to prevail.
