Wamalwa speaks on governors' threat to shut down counties

County chiefs said if Treasury fails to release funds in 2 weeks, services will be paralysed.

Former Defence and Devolution CS Eugene Wamalwa has broken his silence after Kenyan governors threatened to shut down counties.

In a reaction to their statement, Wamalwa said the governors' remarks had marked a sad day for the devolution in the country.

He said the governors had declared the Kenya Kwanza regime, led by President William Ruto a threat to the devolved units.

"Sad day for Devolution, as @KenyaGovernors declare the KK regime an existential threat and enemy of Devolution," he said on Tuesday.

On Monday, the Council of Governors said counties would shut down in two weeks, over the delay by the National Treasury to release funds to the devolved units.

Council of Governors chairperson Anne Waiguru said devolution was under threat from the national government.  

"The Council of Governors hereby issues a 14 days notice to shut down counties if February, March and April arrears are not released within two weeks,"  Waiguru said. 

Waiguru decried that counties have not received their allocations for four months. 

She said the four-month delay is unprecedented in the history of devolution and negates the spirit of the meeting held in Naivasha between President William Ruto and the governors.

"As of April 24,  the National Treasury had not disbursed Sh94.35 billion," Waiguru said. 

"We call upon the National Treasury Cabinet Secretary to immediately release the Sh94.35 billion owed to county governments without any further delay."

During his appointment of Cabinet secretaries, President Ruto abolished the Devolution docket.

He has, however, maintained that he will support devolution by working with county governments.

In February 2023, Ruto hosted a two-day Governors' summit in Naivasha where they hoped to resolve the impasse around the revenue allocation.
