Former Mukurweini MP Kabando wa Kabando has said President William Ruto's appointment of the 50 chief administrative secretaries is null and void.

According to Kabando, the appointment is null because it is not recognised by the Constitution.

He said if parliament cannot approve the CASs, then it means legislators cannot oversight them and the appointment amounts to breeding impunity.

"County Assemblies vet County Executives. National Assembly vets State Officers. Offices not recognised by Constitution are Null and Void; are not state officers. If Parliament can't approve it, can't oversight it. If Ruto appoints the 50 CAS, it's blatant impunity; he'd be impeached," Kabando said.

The former MP noted that even so, the president and his CAS appointees will soon have to answer for abuse of public trust.

He said Ruto is a brilliant leader but having 'yes men' around him is worsening his image.

Kabando added that the president would be in good books with Kenyans if he dropped the CAS appointments.

"2021, I'd 3 exclusive sessions with Ruto re: electoral options and #bottom-up economics. Ruto is a very reflective listener, just like Raila. But Ruto, though lucidly brilliant, needs statecraft. The Cabal of palace yesmen worsens. Mr. President, you'll win big time if you drop 50 CAS," he added.

His reaction came shortly after President William Ruto gazetted the appointment of CASs on Wednesday evening.

This followed the National Assembly's communication that it had no mandate to vet the Chief Administrative Secretaries.

"It is notified that the Speaker of the National Assembly has referred back to the Appointing Authority the Transmittal of the Nominees for Appointment to the rank of Chief Administrative Secretaries," State House spokesman Hussein Mohamed said.
