Itumbi writes to Parliament, IG over Kinoti

Former State House digital director Dennis Itumbi has written to Parliament expressing displeasure over the move by the House to give audience to DCI boss George Kinoti.

He said the DCI is yet to obey a court order sentencing him to four months in jail.

Itumbi, in a letter dated December 10, 2021 and addressed to National Assembly Speaker Justin Muturi, accused Parliament of failing in its role to protect the Constitution when it hosted Kinoti.

Kinoti appeared before the Defence and Foreign Relations Committee on December 2, days after the court directed him to surrender to prison authorities for failing to obey a court order.

The court order was directing him to return firearms confiscated from businessman Jimi Wanjigi.

The DCI boss appeared before the committee chaired by Katoo ole Metito to give a progress report on the ongoing probe into the death of Agnes Wanjiru, who was murdered by British soldiers.

“It is quite appalling that the said committee knowing very well that George Kinoti was a fugitive of the law pursuant to the above-mentioned case, they too decided to ignore the orders issued against him and conduct the business of the committee as usual,” Itumbi said in the letter copied to Senate Speaker Kenneth Lusaka.

He continued, “One would wonder how Mr Kinoti, who is a fugitive of the law, a state officer would purport to execute his duties before a state organ.”

Itumbi now wants Parliament to deny Kinoti audience and disapprove any budgetary allocation to the Directorate of Criminal Investigations until he clears his name in the case.

He also wrote to Inspector General of Police Hillary Mutyambai urging him to arrest the DCI boss and withdraw body guards assigned to him in his capacity as the Director of Criminal Investigations.

“Order for Mr Kinoti’s forfeiture of any firearm he might possess in his capacity as the Director of Criminal Investigations,” Itumbi said in his letter to Mutyambai.

He also sought to know from the Prisons department if they are holding anyone by the name George Maingi Kinoti at Kamiti Maximum Prison.

In a letter dated December 10, 2021, addressed to the Commissioner General of Prisons Service, Itumbi wants the Prisons head to give details of any such prisoner, including how many days he has been at the correctional facility.

“I would be grateful, if you would, please, within the next coming three days supply me with the said information to ensure that the rule of law has been adhered to by the Inspector General of Police,” he said in the letter seen by the Star.
