Jubilee only affair as MPs vet Uhuru's Cabinet

The new members of president Uhuru Kenyatta's cabinet will exclusively be vetted by MPs in his own Jubilee Party.

Parliament will vet the nine cabinet secretary nominees on Thursday and Friday next week.

Members of the public and interested organisations have been invited to send memoranda on the candidates by Wednesday.

The Committee on Appointments is currently made up of Jubilee members only as the opposition's NASA coalition told its MPs not to participate in the vetting.

The opposition has insisted it does not recognise Uhuru's "illegitimate" presidency and therefore will not be involved to the parliamentary vetting process.

Minority leader John Mbadi (Suba South) and his deputy Robert Mbui, who are automatic members, have asked to have their membership revoked from the records.

The two did not attend the first committee meeting, chaired by National Assembly speaker Justin Muturi, at parliament buildings on Wednesday.

The committee agreed it would go on with the vetting slated for next week even without the input of the opposition.

The team is mandated to vet CS nominees while those nominated for PS positions will be vetted by relevant departmental committees.

On Wednesday, State House delivered the CVs and credentials of the nominees to Muturi. This was through Jasper Mbiuki,

secretary of Legislative Affairs and Regulatory Compliance in the office of the president.

According to majority leader Aden Duale, who is also a member, the committee is tasked with vetting CS nominees sent to the speaker in a accordance with article 152(2) of the constitution and the

Public Appointments (Parliamentary Approval) Act.

Section 7 of the Act gives the committee the areas on which to base the vetting. The team

will look at the procedure used to arrive at the nominee and

any constitutional or statutory requirements relating to the office in question.

It will also look at the nominees' abilities, experience and qualities and whether they meet the needs of the body they have been nominated to.

Former Public Service Commission chairperson Margaret Kobia will be first to be vetted as the Public Service, Youth and Gender Affairs nominee.

Former MP John Munyes (Petroleum and mining) will appear next and will be followed by Monica Juma will be minister of Foreign Affairs and International Trade should her nomination be approved.

Farida Karoney (Lands) and former Meru governor Peter Munya (East African Community and Northern Corridor Development) will also face the panel on day one.

On Friday, former DPP Keriako Tobiko (Environment and forestry) and Simon Chelugui (Water) will appear in this order.

Former Marsabit governor Ukur Yatani (Labour) and Rashid Achesa (Sports and heritage) will be vetted in the afternoon of day two.
