Matiang'i plan to merge school boards ambitious, unrealistic - KUPPET

KUPPET has said the radical changes proposed by Education CS Fred Matiang'i are too ambitious and unrealistic.

Some of the changes include merging the boards of primary and secondary schools sharing compounds.

Kisumu branch executive secretary Zablon Awange told The Star on Wednesday that such a move cannot work.

Awange said primary and secondary schools have different structures and needs so they cannot be merged.

"It means demotion of primary school head teachers. At this rate, Matiang'i will merge universities, secondary and primary schools so they have one vice chancellor, which is

crazy. Examples are

Maseno primary, Maseno school and Maseno University."

The executive branch secretary further said implementation of the curriculum should be done in phases and piloted and not hurriedly and ambitiously.

He said the matter of few staff must also be solved urgently and that teachers should be hired in December, not next year.

"The hurry with which the CS is implementing decisions is alarming and a recipe for chaos. Let there be systematic, planned and all-inclusive implementation," he said.

The Kenya Primary Schools Head Teachers Association also opposed the move to merge school boards, citing lack of consultation.

Matiang'i explained that the step will put an end to turfs wars and ensure resources are fully utilised.

"Performance where both primary and secondary sections [are] in the same environment has often been beset with legitimacy squabbles and turf wars which tend to compromise teaching and learning programmes," he said on Monday.

“The move will occasion harmony and synergy in the utilisation of resources and infrastructure facilities, some of which lie defunct because resources are duplicated, and institutions compartmentalised, creating non-functional facilities."
