Parliament has 60 days to implement the two-thirds gender rule or risk dissolution.

The High Court on Wednesday directed the Attorney General and the National Assembly to enact legislation on this.

Judge John Mavito granted an order declaring that Parliament and the Senate jointly failed to perform their duty and thus violating gender rights.

He also said anyone can petition Chief Justice David Maraga to advise the President to dissolve Parliament if the law is not passed.

Last year, Parliament failed to pass the two-thirds gender rule bill on two occasions.

On April 22, women MPs said they would pass the Bill and

to turn up and vote in their favour.

Parliament kicked off an emotive debate on the rule on March 24 as Constitution of Kenya (Amendment) Bill 2015 entered the second reading.

The National Assembly failed to meet last year’s August deadline for enacting the law, which would place more women in leadership through affirmative action.

The Bill introduces clauses for the allocation of a number of

special seats proportionate

to the number of seats won by a political party after elections.

It provides for the achievement of the gender principle in Parliament within 20 years from the 2017 polls.

Majority leader Aden Duale, , said it is time for women to achieve their constitutional right to political leadership, since it doesn’t require a referendum or extra expenses for passage.
