Ndhiwa MP Agostinho Neto has proposed an amendment to the Public Benefits Organisations Act, 2013, that will deny the Devolution CS powers to dictate the commencement date of the new law.

The PBO Act aims at protecting freedom of association and allows civil society organisations doing public benefit work to operate under one single Act.

Neto said the Act has taken three years to come into force after it was gazetted three years ago because former Devolution CS Anne Waiguru "refused" to put a commencement date on it.

"What the amendment seeks to do is that Public Benefits Act will come into force within14 days of publication of the bill," he said.
