City ex-finance chief 'can’t afford a meal'

A former Nairobi City Hall finance officer whose bank accounts had more than Sh400 million in the last year says he cannot afford a meal.

Jimmy Kiamba, the suspended chief finance officer, said since the Ethics and Anti-Corruption Commission froze his accounts on November 14 last year, he has been living from hand to mouth.

His two accounts at CFC Stanbic had a balance of Sh14.4 million when they were frozen.

One had a balance of Sh10.3 million while the second had Sh4.1 million.

Kiamba’s estate includes four apartments in Kilimani, a town house in Kileleshwa, two maisonettes in South C and eight plots in Muthaiga, Mavoko and Machakos.

He also owns six cars.

Apart from the local accounts, he has foreign accounts, which transacted more than Sh400 million between January and November last year.

The EACC believes Kiamba acquired the property through fraudulent deals using his position.

It wants the bank accounts and assets frozen for another six months before it concludes investigations.

Kiamba, through lawyer Philip Nyachoti before High Court judge Mbogholi Msanga, yesterday said apart from food, he cannot afford school fees for his children.

He has been charged in a magistrate’s court with defrauding the Nairobi county government out of millions of shillings and abuse of office.

In the suit, the EACC, through forensic investigator James Kariuki, seeks to freeze Kiamba’s assets to pave way for further investigations into his wealth acquired between January and November last year.

The EACC says in pursuit of the wealth, it discovered that it does not match Kiamba’s Sh85,000 monthly salary.

The commission is investigating claims he stole the millions of shillings from the Nairobi county government.

Kariuki says the incomplete aspects of the investigations are essential before a decision is made on whether to institute a suit of recovery against him.

Kiamba says, however, the properties are registered to Jimise Ltd and his wife Tracy Musau.

He said they have been charged to Equity Bank for loans that they are still servicing

Kiamba says freezing the assets will expose Jimise, his wife and Equity Bank to losses, yet they are not parties to the suit.

He denies involvement in any corrupt dealings, saying he has cooperated fully with EACC investigators.

He is out on a Sh2 million bail. The hearing continues.
