Services hampered in Homa Bay as departments locked up

Operations at Homa Bay county government were disrupted after gates of some offices were locked on Thursday night.

The Health, Water and Lands departments were sealed with chains and padlocks.

The incident occurred hours after the Court of Appeal in Kisumu upheld a High Court decision that nullified the election of Governor Cyprian Awiti and Deputy Governor Hamilton Orata.

County employees in the affected departments remained outside their offices for the better part of Friday morning until police intervened.

Homa Bay police commander Marius Tum told journalists in his office that police broke the chains.

“People have no right to lock up public officers. The matter is being investigated,” Tum said.

The police boss said they have beefed up security in all county offices.

“I appeal to residents to remain calm. Anyone with information on the people involved should report to the police," Tum said.

On Thursday, three judges of the Court of Appeal upheld a High Court ruling that overturned Awiti's victory in the August 8 General Election last year.

Justice Fatuma Sichale, who read the ruling, said the poll was marred by irregularities.

Oyugi Magwanga Sh4 million as costs of the suit.

The Independent Electoral and Boundaries Commission will also pay the former Kasipul MP Sh2 million.
