Kobia sends NYS officers packing as theft investigations heat up

All procurement, finance and accounting officers under investigation at the NYS have been suspended.

Margaret Kobia, the Minister in charge of Public Service, Youth and Gender, gave this instruction in a memo on Sunday.

"[I direct these officers] to proceed on compulsory leave immediately to allow investigators to complete their work," Kobia said.

The instruction came days after Youth Affairs Principal Secretary Lillian Omollo

and Director General Richard Ndubai stepped aside.

Earlier on Sunday, DCI Director George Kinoti told Reuters that his organisation had summoned government officials and business people who had been paid by the agency for supplying various goods and services.

Kinoti called the issue a “scam” and a “fraud”.

Reports indicate that Sh10 billion was stolen through fictitious invoices, and multiple payments on one supplier invoice.

Kinoti said that at least 40 people will be questioned and the process concluded in three to five days.

James Tembur has been appointed the acting officer in charge of the agency pending administrative reorganisation.
