ODM, Wiper clash in Parliament over PSC slots

NASA affiliate parties ODM and Wiper clashed on Wednesday during a debate on representation to the

Parliamentary Service Commission.

The heated debate started after Majority Leader Aden Duale gave a notice of motion for Ben Momanyi to represent Wiper in the PSC.

However, Minority Leader John Mbadi did not take the move lightly and sought the intervention of the speaker to resolve the matter.

Mbadi told the speaker that ODM was going to hold it's National Executive Council meeting on Thursday and was to submit its two members by Tuesday next week.

According to Mbadi, it was not clear why Duale submitted the name of Momanyi together with those of Jubilee nominees.

was to be submitted alongside those of ODM.

"Mr speaker when you want to know the owner of a dog just touch the dog and as you can see am being heckled by members from the other side, an indication that the MP might be working for the other side," Mbadi said amid heckles from MPs.

However, Duale supported his action saying ODM cannot hold Parliament hostage with its arrogance and abuses.

The Garissa Township MP said Parliament had given NASA coalition up to

Wednesday 11 am to consult and give their list.

"Mr speaker by 12.30pm, I had only received the name of Ben Momanyi and that is why I moved the motion. Whether ODM is going to consult further or not that is not the business of this House," Dulae said.

"We cannot be held hostage by ODM, Mbadi is the second Minority Leader under the new Constitution. He has to learn how to run affairs of the minority as the late Hon Nyenze and Jakoyo Midiwo did," he said.

An angry Duale added: " Wiper is here to stay, there is no animal farm or

sacred cows.

Hon Ben Momanyi's fate lies in the House when we vote tomorrow".

Speaker Justin Muturi, however, intervened and calmed the heat by allowing ODM until Thursday noon to forward the names of the party's nominees.

Momanyi's name had been orderly moved in the house as per the standing orders.

Wiper MP Makali Mulu said Wiper was a political party with more than five per cent representation in the House and should be respected by their other NASA parties.

Mulu regretted that some MPs under the coalition had served for one or two terms in the Parliament yet they were hurling insults and abusive statements to party leader Kalonzo Musyoka who has served for more than 20 years.

Respect our leader, Wiper will not take it lightly, we respect all our partners, we have the capacity also to abuse, we are up to the task," Mulu said.

He said Wiper has the capacity to seek alternatives if ODM does not want them to be part of the coalition.

"Mr speaker when you are chasing a girl and she keeps on pushing you away, you seek alternatives and if our partners in Nasa want us to take that route we are up to the task," he said.

Mulu maintained that Wiper is N ASA to stay as an original member and will champion for the interests of the party both in the house and in various committees.
