Ruto, CSs make appointments to parastatal boards

President William Samoei Ruto and several Cabinet Secretaries have made sweeping changes to the leadership of various parastatal boards and public institutions.

This is according to a series of notices published in the Gazette dated September 5, 2025.

Ruto appointed Dr Samier Muravvej as the non-executive Chairperson of the Kenya Fisheries Service Board.

His appointment is effective from September 5, 2025, for a period of three years.

This move places Muravvej at the centre of the country’s blue economy policy implementation and fisheries management framework.

This appointment follows the revocation of Muravvej’s earlier position as the non-executive Chairperson of the National Syndemic Diseases Control Council.

The revocation, dated the same day, was executed under the State Corporations Act and the National Syndemic Diseases Control Council Order.

In a separate notice, Youth Affairs, Creative Economy and Sports CS Salim Mvurya revoked the appointment of Billy Komintai Konchellah as a Member of the Board of the Anti-Doping Agency of Kenya (ADAK).

The revocation took effect from August 29, 2025, and came as part of broader reforms in the sports sector governance.

However, in a shift within the government, Konchellah was almost simultaneously appointed by Gender CS Hanna Cheptumo as a member of the National Heroes Council.

His term also begins on September 5, 2025, for three years.

Education Cabinet Secretary Julius Ogamba also made a number of key appointments and reshuffles within university councils.

Rosebella Namango was appointed to the Council of Kenyatta University, replacing Alice Waruguru Muita and Ibrahim Abdi Mude, whose appointments were revoked.

Alice Waruguru Muita was subsequently appointed to the Council of Dedan Kimathi University of Technology, while Ibrahim Abdi Mude was moved to the Machakos University Council.

Amos Okello, who had his position at Egerton University revoked, was appointed to the Council of Bomet University College.

Razoah Vitisia was removed from the University of Eldoret Council, but appointed to Tom Mboya University.

Nashon Edward Oluoch Nyona was reappointed to the Taita Taveta University Council.

Issa Mohamed Ahmed was appointed to the Council of Tharaka University.

All university appointments are for three-year terms effective September 5, 2025.

In the health sector, CS Aden Duale appointed Boniface Yego as a member of the Board of Directors of the Kenya National Public Health Institute.

This is under the Kenya National Public Health Institute Order, 2022.

His three-year term also starts on September 5, 2025.

Meanwhile, Lands and Housing CS Alice Wahome announced the initiation of an Adjudication Programme for the Korosi Community in Tiaty, Baringo County, under the Community Land Act.

The program aims to survey and demarcate land for registration as community land to support pastoralism.

Mining CS Hassan Joho announced the receipt of an application for a prospecting licence from Nakuru Mining Company Limited for limestone in Kajiado County, covering 2.14 km².

The application is open for public scrutiny and comments for a period of 21 days via the Ministry's online cadastre portal.

Additionally, Joho revealed the formation of a Community Development Agreement Committee for the Kakori Community in Tiaty Sub-County, Baringo, in collaboration with Chuanshan International Mining Company Limited.

The committee includes representatives from the community, national government, and the mining company, ensuring equitable benefit-sharing and community participation.

The appointments reflect ongoing restructuring and realignment efforts by President Ruto’s administration across key sectors, including health, education, mining and sports.

The moves appear aimed at enhancing efficiency, improving governance, and aligning institutions with the Bottom-Up Economic Transformation Agenda (BETA).
