    President William Ruto, following the launch of the Jukwaa la Usalama report on December 2, 2025, issued a set of key directives aimed at reforming and modernising the country's security and public service sectors.

    The first major point is the revamping of the Anti-Narcotics Unit, signalling a renewed focus on combating drug abuse and trafficking across the nation.

    Modernisation is a central theme, with a directive for the digitalisation of police, NPRs (National Police Reservists), and NGAOs (National Government Administration Officers) operations. This digital transformation is intended to improve efficiency, transparency, and service delivery within the security apparatus.

    Furthermore, there is a substantial focus on infrastructure development, including the construction of 900 police stations within two years.

    Addressing the welfare of security personnel is also a priority. The directives include the construction of 17,500 housing units for police and prison warders in one year, aimed at improving their living conditions.

    Additionally, a measure to boost morale is the order for all police constables aged 50 and above to be promoted. In line with global environmental goals and government sustainability initiatives, the State has been mandated to procure 3,000 electric motor vehicles for its fleet.
