Cigarettes, nicotine pouches to carry new graphic health warnings

The new visual warnings are designed to inform the public and deter tobacco use.

New Graphic Health Warnings

The Ministry of Health has gazetted the new graphic health warnings (GHWs) for tobacco products, including novel nicotine and emerging products.

The ministry said the initiative aligns with the Tobacco Control Act of 2007 and reinforces the commitment to protecting public health.

In a gazette notice dated February 5, 2025, Health CS Deborah Barasa listed the graphic images to be used for health warnings.

“In exercise of the powers conferred by section 21 (4) of the Tobacco Control Act, the Cabinet Secretary for the Health prescribes the images set out in the Schedule as the form in which the warning required under section 21 of the Act shall appear,” the notice read.

In a statement on Wednesday, Health PS Mary Muthoni said the GHWs aim to educate consumers about the risks associated with novel nicotine products, including e-cigarettes and heated tobacco products.

According to the ministry, the products have gained popularity, especially among young people.

“Research indicates these products can lead to nicotine addiction and pose serious health risks. The clear and impactful visual warnings are designed to inform the public and deter tobacco use, especially among vulnerable populations,” the PS said.

Key Features of the Graphic Health Warnings include vivid imagery where the warnings utilise striking images depicting the harmful effects of nicotine and tobacco use, enhancing their visibility and memorability.

It will also include targeted messaging where warnings specifically address emerging concerns related to novel nicotine products, reflecting the current landscape of tobacco use.

"We are taking a proactive approach to tobacco control by updating our health warnings to address modern challenges," the PS said.

"These graphic warnings are a vital tool in our efforts to reduce tobacco consumption and protect public health, particularly among our youth."

The PS said the new GHWs will be mandatory on all novel nicotine and emerging tobacco product packaging and advertising.

She said compliance will be enforced, with penalties for non-compliance ensuring adherence to public health standards.

The ministry urged all stakeholders-manufacturers, retailers, and the public to support the initiative for improved health outcomes.
