Kenyans on Twitter have reacted to ICT Cabinet secretary Eliud Owalo 'Karibu Rais' billboards erected in Siaya county.
The billboards shows the CS shaking hands with the Head of State and written below 'Jothurwa Orwaki Dala' which loosely translates to 'Our people welcome you home.'
The move has received both love and hate in equal measures as KOT lamented on different economic issues.
They said the money used to put up the billboards should have been used elsewhere.
Kimathi D. M'itiri said, "@EliudOwalo you could have spent this money to sponsor needy students in your village and the President would have still visited Siaya."
"Waste of resources. The money should have been put to better use. I also doubt that the President will see this as a smart move," mwari wa muriu wa kiruthu said.
"Misuse of public funds," Jairus Abura said.
However, one Leonard Ndirangu supported the move saying if he has the money, why not.
"What's wrong if he can afford it?" he said.
On Friday, the President will be in Homa Bay county before retreating to Kisumu for talks with the region's political and opinion leaders.
Ruto will preside over the ground-breaking ceremony for the Affordable Housing Programme in Homa Bay county.
He is also expected to commission the Homa Bay municipal market.
On Saturday, Ruto will grace Owalo's homecoming ceremony.
