
Seeking a birth certificate is the leading public service for which bribes are paid in Kenya, cited by 23.0% of survey respondents.
According to the Ethics and Anti Corruption Commission Gender Survey 2025, other high-ranking services include release from jail/prison at 19.2%, medical interventions at 12.8%, and seeking an ID card at 12.3%.
Public utility services follow at 10.0%. Lower on the top 10 list are passports at 4.9%, driving licenses at 3.8%, and school admissions at 2.9%.
Tax declarations and government job applications round out the list at 2.6% and 2.2%, respectively.
