    Many vulnerable people in Kenya avoid reporting police misconduct due to deep-rooted fears and mistrust.

    Over half of the surveyed individuals said they don’t trust any authority to address such crimes, while nearly a third feared retaliation against themselves or their families.

    Financial barriers also play a role—some simply can’t afford the cost of reporting, and others feel the process won’t lead to meaningful action even if they know where to go.

    Shame and stigma further discourage victims, especially in communities where speaking out is seen as taboo. Geographic distance adds another layer of difficulty, with some unable to reach reporting centers.

    Despite these challenges, a small fraction—just 9%—still chose to report their experiences. The findings highlight the urgent need for safer, more accessible, and trustworthy avenues for justice.

    Without these reforms, many cases of abuse will remain hidden, and accountability will continue to elude those most affected.
