Counties that utilized the least of their development budget

In Summary








    New data from the Office of the Controller of Budget shows several counties underutilised their development budgets between July 2024 and March 2025.

    Kisumu had the lowest absorption rate at just 10%, spending only Sh491.86 million of the Sh5 billion allocated.

    Lamu and Taita Taveta followed closely, with absorption rates of 13% and 14% respectively. Nairobi, despite a huge budget of Sh14.2 billion, spent only 17%.

    Nyeri, Baringo, Kajiado, Meru, Embu, and Laikipia also recorded low spending, all below 21%.

    Low absorption of development funds means delayed projects, slow infrastructure growth, and unfulfilled promises to residents.
