A report by County Governments Budget Implementation Review Report by the Office of the Controller of Budget (May 2025) has highlighted the bottom 10 counties in generating their own revenue during the first nine months of the 2024/25 financial year (July 2024 to March 2025).
Marsabit recorded the lowest at Sh128 million, followed by West Pokot (Sh145 million), Isiolo (Sh165 million), Tana River (Sh166 million), Wajir (Sh167 million), Bomet (Sh182 million), Mandera (Sh202 million), Samburu (Sh240 million), Elgeyo Marakwet (Sh259 million), and Kwale (Sh271 million).
Collectively, county governments generated Sh45.91 billion from their own revenue, reaching 53% of the Sh87.11 billion annual target.
