Suspect movements in and out of cells must be meticulously recorded.
Cells themselves must not be overcrowded and must meet health standards, including ventilation, lighting, floor space, and climate control.
Booking officers are mandated to explain suspects' rights and ensure humane treatment.
Crucially, communication must be in a language the suspect understands.
Any health concerns for urgent action or family notification must be reported immediately to the OCS.
These rules and more aim to ensure dignity and accountability within the police detention system.
