EXPERT COMMENT: Safety of learners remains top priority

As we have said, we do not yet know the cause of this particular fire. It would be speculative to say it was this or otherwise. I would suggest that we wait for the outcome of investigations so that we can confirm that.

From a policy perspective, we have a school safety manual that all schools are required to adhere to, and I would urge that we wait to see, after the investigations, whether that safety manual was adhered to in this particular school.

We have done a lot in that space following previous incidents in schools. When the Endarasha [Hillside Endarasha Academy] incident happened, we closed close to 350 schools that were not meeting the specific requirements indicated in the manual. That exercise was meant to ensure that schools fully comply with the required safety standards and that learners are protected while in school.

The safety manual is very clear on what institutions are expected to do in terms of preparedness, dormitory safety, emergency response measures and general student welfare. As a ministry, we have continued carrying out inspections and audits in schools across the country to ensure that the guidelines are being followed.

At this stage, however, we do not want to speculate on what exactly caused this particular incident until investigations are concluded and experts provide a full report. That is why we are asking Kenyans and members of the public to remain patient as investigations continue.

We will continue conducting audits to ensure that schools meet the safety guidelines. Any institution found not complying with the standards set out in the school safety manual will face the necessary action because the safety of learners remains a top priority for the government.
