State to build new AG headquarters in Upper Hill, Nairobi

AG's office says proposal by Linzi FinCo LLP has to undergo regulatory approvals before implementation

The Office of the Attorney-General and Department of Justice is planning to develop a modern office block to serve as its headquarters in Upper Hill, Nairobi.

The State Law says it seeks to implement the project through Privately Initiative Proposal (PIP) for the Justice Centre building that will house the AG, Solicitor General, PS Justice, among other senior officials.   

The proposal relates to the development of a centralised office complex for the Office of the AG and Department of Justice, including design, financing, construction, and transfer under a Design–Build–Finance–Lease and Transfer (DBFLT) PPP model.

The development is proposed to include office space, public service areas, parking infrastructure, and associated facilities to consolidate currently fragmented operations and enhance service delivery.

Already, the AG’s office has disclosed that a private entity has submitted its proposal for the mega project in line with sections 40 to 44 of the Public–Private Partnerships Act, 2021.

“The Office of the Attorney General and Department of Justice received a Privately Initiated Proposal (PIP) on January 21 2026, submitted by Linzi FinCo LLP for the development of a New Office Block for the Office of the Attorney General,” the office in a notice appearing in today’s MyGov reads.

The notice adds, “In line with the policy and strategic objectives of the Office of the Attorney General, as well as the broader National Agenda on public sector efficiency and service delivery, the proposal seeks to develop a modern Office Block in Upper Hill, Nairobi.”

However, the Dorcas Oduor-led State Law office says the notice does not mean the deal has been sealed, saying it must undergo regulatory approvals and also get public nod.

“This public disclosure does not constitute approval of the project. The proposal shall be subject to review and processing in accordance with the applicable legal and regulatory framework,” the notice reads. The new project will be situated at Upper Hill along Bishop Road & Ralph Bunche Road.

The office block will also host the Legal & Litigation departments, which include state Counsel offices, legal research rooms, client consultation, and mediation rooms and offices for Records & Case Management; registry, archives, secure storage, scanning, and document handling.

“The proposed project is aligned to the Office of the Attorney General’s strategic objective of improving the efficiency of legal service delivery by enhancing service delivery, performance, and operational effectiveness through the modernisation of the State Law office, including the construction of a new Headquarters,” the notice reads.

Linzi Finco describes itself as the financing limb of Liaison Group, which specialises in capital market issues, debt/equity and sophisticated non-vanilla financial instruments to finance socio-economic impact projects.  

The firm says it partners with governments, development institutions, and investors to structure bankable, impact-driven financial instruments that align with national development goals.

"Linzi Finco LLP is headquartered in Nairobi, Kenya, and operates at the forefront of Africa’s financial innovation landscape," the firm's website states. 

In July last year, Linzi Finco announced that it had successfully listed the Linzi 003 Infrastructure Asset-Backed Security, valued at Sh44.9 billion at the Nairobi Securities Exchange (NSE). 

President William Ruto, who presided over the bell-ringing ceremony and celebrated the listing, noted that it marks the first of its kind in Kenya.

Ruto then noted that proceeds from the bond will directly support the construction of the Talanta Sports City stadium in Nairobi, Kenya’s first large-scale, purpose-built international stadium project in over four decades.
