
The Kenya Rural Roads Authority (KeRRA) has launched a
nationwide training and sensitization program aimed at empowering youth, women,
and persons living with disabilities (PWDs) to access government procurement
opportunities under the Access to Government Procurement Opportunities (AGPO)
framework.
The initiative seeks to enhance inclusivity and equitable
participation in public tenders by strengthening the capacity of these special
groups to benefit from the 30% procurement reservation provided under the
AGPO-ACCESS program.
KeRRA announced that the exercise will run through November
2025 in six regional centers across the country, aligning with its 2025–2026
performance contract.
The Authority said
the sessions will take place from 8:00 a.m. to 12:00 noon in designated venues,
with each region hosting participants from neighboring counties.
“The training will be held in six regional venues across
Kenya starting November 6, 2025, with sessions scheduled from 8:00 a.m. to
12:00 noon,” KeRRA stated.
“The program seeks to empower special groups by equipping
them with knowledge and tools to competitively participate in public tenders
reserved under the 30% AGPO-ACCESS provision.”
The first training session will be held at the Kenya
Institute of Curriculum Development (KICD) along Murang’a Road, Nairobi, on
November 6, 2025, targeting participants from counties including Kiambu,
Murang’a, Nyeri, Machakos, Makueni, and Kirinyaga.
Subsequent sessions will follow in Embu at the Kenya School
of Government on November 13, 2025, covering Embu, Meru, Isiolo, Laikipia,
Tharaka-Nithi, Marsabit, and Kirinyaga counties. In Nakuru, the session will be
hosted at Egerton University on November 20, 2025, bringing together
participants from Nyandarua, Nakuru, Narok, Samburu, Kericho, and Bomet.
In the Rift Valley region, the training will take place at
the Rift Valley Technical Training Institute, Eldoret, on November 27, 2025,
for participants from Trans Nzoia, Uasin Gishu, Baringo, Elgeyo Marakwet,
Nandi, Turkana, Bungoma, and West Pokot counties.
Meanwhile, Kisumu’s session is scheduled for Tom Mboya
Labour College on November 13, 2025, targeting Kisumu, Kisii, Siaya, Homa Bay,
Nyamira, Migori, Busia, Kakamega, and Vihiga counties. The Mombasa training
will conclude the campaign at Mombasa Beach Hotel on November 27, 2025,
focusing on Kilifi, Mombasa, Kwale, Lamu, Garissa, Tana River, Kitui, and Taita
Taveta counties.
According to KeRRA, the training aims to increase awareness,
build capacity, and promote transparency in public procurement. It will cover
key topics such as registration procedures, eligibility criteria, compliance
essentials, and how to secure AGPO certification.
“This sensitization exercise is part of KeRRA’s broader
commitment to promoting inclusive development and equitable access to public
resources,” the Authority noted. “We encourage early arrival and active
participation from all eligible youth, women, and persons with disabilities.”
AGPO-ACCESS, an initiative by the Government of Kenya, was
established to ensure that 30% of all public procurement opportunities are
reserved for enterprises owned by youth (18–34 years), women, and persons with
disabilities. The program seeks to eliminate barriers to entry in government
tenders and drive inclusive economic growth across all sectors.
Eligible participants—suppliers, contractors, consultants,
and service providers—are encouraged to attend their regional sessions. KeRRA
