Kenya, Mozambique signs agreement on transfer of prisoners

Kenya and Mozambique on Thursday signed an agreement on the transfer of sentenced prisoners between the two nations.

According to Attorney General Justin Muturi, the deal between the two nations will facilitate the reintegration of the sentenced persons into society by giving them the opportunity to serve their sentences in their own countries.

Additionally, both states signed an agreement on mutual legal assistance in criminal matters between them, to help provide details on crimes committed in the two countries.

Signing the agreement together with Mozambique's Minister for foreign affairs Veronica Macamo, Muturi said strengthening mutual legal assistance arrangements with partner states with regards to sharing of information and repatriation of stolen assets will help in ending state capture.

"With globalization and migration, there has been an escalation in transnational crimes which involves criminals operating in a complex manner and in multiple countries," Muturi said in a tweet.

"The growth of transnational crimes such as fraud, corruption terrorism, drug, human trafficking, counterfeiting, money laundering, and cybercrime among others makes it necessary to put in place bilateral, regional and international cooperative frameworks necessary to curb the vices."

Muturi emphasised that there is a need for legal cooperation in the prevention, investigation, and prosecution of transnational crimes.

"Kenya and Mozambique are determined to put in place modalities for assistance in investigations, prosecutions, and confiscation or forfeiture of proceeds and instrumentalists of crime," Muturi said.

"We are convinced that eliminating any threat to the security of their citizens can best be achieved by sustained cooperation between the Parties in the judicial area."

Ruto arrived in Mozambique yesterday for a two-day state visit.
